CHALLENGES CAUSED BY GLOBALIZATION 

1)The Challenge of context sensitivity
To guard against the possibility of 'global monoculture'. 
-Forcible imposition
-Blind import

In other words the challenge of administration is how to think globally yet act locally.

2) Challenge of cultural globalization 
Globalization has brought a focus on specialised tasks which earlier were not seen as the core part of pub adm. 
-Global security and war against terrorism 
-Environment and sustainable development 
-Issue of gender sensitivity

3) Challenge of global accountability 
Tendency of 'global eliticism'

Globalisation has existed since ancient times in the form of cross border trade. Thus capitalism has existed alongwith the state machinery since long. 

However the surge of globalisation post the WWs was emphasized by the US and Soviet Union (by Gorbachev). And modern globalisation commonly refers to the post WW developments.

• The state has persisted despite the increasing capitalism due to globalisation but the state has undergone certain character changes:
• The emergence of supra-territorial organs like IMF, WB, WTO whose decisions are binding on nations has resulted in changes in administrative systems. Eg. Post 1992 liberalization in India
• increasing interdependence among modern states to handle territorial and supra-territorial issues Eg: Envt and sustainable devt.  
• states have gained the information-age advantages to process information for almost all functions of governance and administration. But less developed nations will trail behind.
• Military and technological hegemony of developed states like US
• growing role of governments as partners with and promoters of the private sectors, often at the expense of public goods and services. " the role of government is progressively shifting toward providing an appropriate enabling environment for private [corporate] enterprise" (UNCTAD, 1996)
• Said to be most imp from Pub ad pov, but not so much applicable to India as it is to the developed states: shift of the administrative state from a welfare state to a corporate state or "shadow state" , "indifferent state," "contracting state" , or "entrepreneurial state
Corresponding changes in the nature of public administration and management have been charac- terized by such terms as "managerialism," "political man- agement," "new public management," and the "hallow- state

We can add climate deal between China and USA which has increased pressure on India to sign a similar climate deal. This will have impact on local industries and development projects. So, sovereignty compromised indirectly.

  1. Can we discuss some examples of context sensitivity? One, where blind imposition took place and led to disaster. Another in which state proceeded for blind import? 3rd, in which context sensitivity was maintained.
